Restoration of Wetlands in the South East
- For the first time in over 50 years, the wetlands associated
with Lake Bonney, one of Australia's largest freshwater lakes
located in the State's South East, will again contain water as
a result of the planned reinstatement of the passage of water
flow between Lake Bonney and Bucks Lake, just south of the main
Lake system.
- Reinstating this water flow will encourage the reinvigoration
of the historic wetland system that once surrounded Bucks Lake.
- The decision to reinstate the flow comes after overwhelming
support at a meeting in April 2006 of the Lake Bonney Consultative
Committee (which includes representatives from local community
interest groups, District Councils and various Government Agencies).
- Environment Protection Authority results indicate the water
quality of Lake Bonney has significantly improved in recent years.
After analysing these results, the Department of Health has determined
the water in Lake Bonney complies with recreational water quality
guidelines, as too will Bucks Lake.
- The return of wetlands to the area will see water birds such
as the teal black duck and migratory waders return to the area.
It is also expected the wetland will become a summer refuge for
ibis, heron and grebe. Native fish will move from Lake Bonney
into Bucks Lake and be supported by aquatic plants and invertebrates.
- It is expected flow to Bucks Lake will commence with the seasonal
rise in lake levels at Lake Bonney in 2007, and it is anticipated
that the wetland system around Bucks Lake should start to 'bounce
back' in spring 2007.

The current Crown Lands Act dates from 1929 and is the oldest existing
State legislation governing Crown land in Australia.
The Crown Land Management Bill 2006 represents the most wide-ranging
reform of Crown land legislation since the Waste Lands Amendment
Act 1869 (the Strangways Act).
In line with the South Australian Strategic Plan to improve public
sector performance, the new draft Crown Land Management Bill aims
to streamline processes, reduce red tape, and remove duplication
and overlapping responsibilities. It also encourages fair and transparent
decision-making and management of Crown land while maintaining the
balance between the social, economic and environmental needs of
the community.
The role of Crown land legislation in South Australia has evolved
from encouraging settlement and development of the State to managing
and preserving the public's interest in the remaining Crown land
parcels.
The draft Crown Land Management Bill proposes repeal of the Crown
Lands Act 1929, the Discharged Soldiers Settlement Act 1934,
the Irrigation (Land Tenure) Act 1930, the Marginal Lands
Act 1940, War Service Land Settlement Agreement Act 1945 and
the Monarto Legislation Repeal Act 1980, with consolidation
into one Act. It also makes related amendments to the Harbors
and Navigation Act 1993 and the Rates and Land Tax Remission
Act 1986.

Perpetual Lease Freeholding
The extended application period for the discounted freeholding
offer closed on 31 March 2006. The Perpetual Lease Accelerated Freeholding
office will no longer process any new applications to freehold.
Applications to freehold Crown
perpetual leases may now be lodged at any Crown
Lands office. The cost to freehold is $6,000.00* or 20 times
the annual rent, which ever is the greater plus documentary and
registration fees. Up to four leases* may be included on the one
application. An application fee

About Crown Lands
The business entity, Crown Lands, under the direction of the Director,
Natural and Cultural Heritage, is located within the Natural and
Cultural Heritage Directorate of the Department for Environment and Heritage.
Crown Lands is responsible for the Administration and Stewardship
of Crown Land output class within the Environment and Heritage portfolio.
Functions include:
- crown tenure administration (issue and maintenance of leases
and licences, freeholding, shacks)
- crown land management (risk management, site maintenance, holding
costs)
- crown land allocation (sale, allocation for community use)
- acquisition and disposal of government property (agency land
and Crown land)
- provision of property services to other agencies (national parks,
government housing).
Crown Lands is a relatively small work unit and includes city based
and regional property officers, conveyancers, project and administration

Typical tasks undertaken by Crown Lands staff include:
- providing information and advice on a wide range of land related
issues
- researching legislation, policies, land and title data
- negotiating sale, acquisition, leasing and licensing of property
- preparing approvals, instructions and documentation.
Crown Lands administer a number of land related statutes that are
committed to the Minister for Environment and Conservation.
These Acts provided the basis of land settlement within South Australia
by the former Department of Lands. Acts administered include:

Perpetual leases
Perpetual leases (31Kb
PDF) are registered Crown leases issued by the Minister
for Environment and Conservation on behalf of the Crown in perpetuity.
A large percentage of agricultural land in SA is held under perpetual
lease tenure.
Miscellaneous leases
Miscellaneous leases (29Kb
PDF) are registered Crown leases issued by the Minister for Environment and Conservation
on behalf of the Crown for a fixed term for various purposes. They
are issued when there is some uncertainty about the proposed land
use continuing in the long term or for purposes with fixed or temporary
life spans.
Annual licences
Annual licences (28Kb
PDF) are unregistered rights to occupy Crown land for
a specific purpose. Most annual licences are issued for river structures,
residential, grazing or infrastructure (e.g., pipeline, power lines)
purposes.

Crown land required for a public
purpose can be dedicated as a reserve (29Kb PDF)
and placed under the care control and management of a government
Minister (including the Minister for Environment and Conservation),
local government or a community body (the custodian).

except that which has been alienated from the Crown.
Disposal of crown land reserves
Crown land may be sold at auction or directly to a government agency
or local government body. In certain circumstances Crown land can
be sold directly to a licensee or an adjoining owner. Reserves can
only be sold as Crown land once the dedication has been resumed.

Disposal and acquisition for government agencies
Crown Lands acts as the agent for State government agencies in
the disposal of surplus properties. The authority for undertaking
